Reading the historical papers
The Second Edition separates expenditure from benefit, qualifies categorical substrate claims, and treats the economy categories as a working map. Consult Chapters 4–6 for investment and classification, Chapters 13–15 for proposed disclosure and audit instruments, and Chapter 21 for tests and revision.
